Cites findings that residential fire sprinkler systems increase occupant survivability by 80 percent and reduce fire intensity, severity, and spread in residential structures.

Acknowledges that individual counties face unique fire protection challenges including urban density, limited infrastructure, structure accessibility issues, and limited fire response resources that warrant local decision-making authority.

Takes effect upon approval of the bill.
