Authorizes the director of finance to issue $9,500,000 in general obligation bonds for correctional facility capital improvement projects in fiscal year 2014-2015.

Funds six projects: relocate Hawaii Community Correctional Center ($750,000), new Maui regional public safety complex ($1,500,000), relocate Kauai Community Correctional Center ($750,000), new Kona Community Correctional Center ($750,000), new Oahu re-entry center ($750,000), and planning/siting for relocation of Oahu Community Correctional Center and prison expansion ($5,000,000).

Each project includes planning, design, and construction phases to address inmate overcrowding and facility standards.

Appropriated funds shall not lapse at end of fiscal year, except unencumbered moneys lapse as of June 30, 2016.

Department of Public Safety shall expend the appropriated sums for these capital improvement purposes, effective July 1, 2014.
