Increases per diem payments for out-of-state witnesses in criminal cases from $110 to $145 per twenty-four-hour day, in addition to actual round-trip plane travel costs.

Provides an additional $90 per diem per twenty-four-hour day for Hawaii residents who must travel to another island to testify and are required to stay overnight, in addition to the base $55 per diem.

All per diem payments cover personal expenses including board and lodging, computed on quarterly day periods.

Maintains existing provisions for $20 daily attendance fees and reasonable mileage reimbursement to and from the nearest airport for all witnesses.

Effective date: July 1, 2014.
