Allows boards and commissions to send meeting notices by first class mail or electronic means, including email and text messaging, instead of requiring postal mail only.

Requires boards and commissions to maintain lists of people requesting notifications via postal mail or electronic means and to provide instructions and contact information for people to request inclusion on such lists.

Establishes penalties under section 92-13 for any person who fails to properly send meeting notices by postal mail or electronic means or fails to send notices in a timely manner.
