Requires procuring agencies to include in invitations for bids on construction contracts a listing of all licenses required for contractors and subcontractors to perform work under the contract.

Amends Section 103D-302(b) of the Hawaii Revised Statutes to add this licensing disclosure requirement to existing bid invitation procedures.

Maintains existing requirement that bids specify the names and scope of work for joint contractors or subcontractors, with exceptions for work representing one percent or less of total bid amount.

Aims to ensure public construction work is performed by appropriately licensed and qualified contractors and reduce bid protests resulting from missing information.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that existed before enactment.
