Establishes a natural disasters working group within the department of business, economic development, and tourism to develop expedited procedures for repairs from natural disasters not declared as "state disasters" by the governor.

Working group shall develop methods for fast-tracking or streamlining permits for repair and construction following non-declared natural disasters and identify other expediting procedures.

Composed of the director of the office of planning (as chairperson), the adjutant general, board of land and natural resources chairperson, transportation director, and representatives from county public works and planning departments across all four counties.

Working group may invite additional members from federal agencies including the Federal Emergency Management Agency.

Working group must submit a report with established procedures and legislative recommendations to the legislature no later than twenty days before the 2015 regular session convening and shall be dissolved on June 30, 2015.
