H.B. 2393 Summary

• Requires all mopeds to be registered annually on a staggered basis by county, with owners paying a $15 registration fee and submitting a current official certificate of inspection.

• Makes mopeds subject to the state vehicle weight tax in addition to the registration fee, calculated at 1.75 cents per pound for mopeds up to 4,000 pounds.

• Prohibits operation of mopeds that are not in good working order on public roadways and extends police inspection authority to include mopeds alongside motor vehicles.

• Increases the penalty for displaying a false or counterfeit certificate of inspection on a moped to up to $1,000 and imprisonment of up to 30 days, and raises the fine for violating moped modification requirements to $1,000.

• Requires mopeds manufactured after December 31, 2014 to have an exhaust system meeting original manufacturer specifications in order to receive a certificate of inspection.
