Creates a new consolidated section under Hawaii Revised Statutes Chapter 514B specifying all documents, records, and information that condominium associations must make available to unit owners and their authorized agents.

Requires associations to provide 14 categories of documents including financial records, bylaws, meeting minutes, member lists, board meeting minutes, contracts, and other association documents within 30 days of written request.

Allows associations to charge reasonable fees for document copies (maximum $1 per page) and administrative costs, with exceptions for financial statements available at no cost or on 24-hour loan.

Permits associations to provide documents electronically or through password-protected internet sites at the unit owner's option and at no cost to the owner.

Clarifies that the law consolidates existing requirements rather than creating new obligations, and applies to condominiums organized under either Chapter 514A or 514B.
