Requires candidate names on ballots to be arranged in alphabetical order by last name, with the starting letter randomly selected by the Chief Election Officer prior to each election cycle.

Candidates whose last names begin with the randomly-selected letter appear first on the ballot in alphabetical order, followed by remaining candidates in alphabetical order starting with the next letter and continuing through the alphabet.

Applies the random alphabetical arrangement to primary, general, and special elections during each election cycle.

Maintains existing exceptions for vice presidential and lieutenant governor candidates, whose names remain placed immediately below their running mates' names on the ballot.

Takes effect upon approval, or on November 5, 2014, if not enacted by June 3, 2014.
