Requires the Board of Education to create a single webpage on the Department of Education's website displaying school-specific data including community involvement, federal and state funding allocations, administrative organization, Smarter Balanced assessment results, student-to-teacher ratios, and Common Core State Standards achievement levels.

Mandates the Board of Education maintain information on the Department's intranet for teachers and educational officers including reclassification procedures for pay increases, teacher support practices by school complex, best practices research on student learning, and school strategies for achieving Common Core goals.

Establishes a two-year pilot program beginning in the 2015-2016 school year on the island of Maui to assist students in kindergarten and grades 4, 8, and 10 in meeting Common Core State Standards through identification of challenges, mentoring, assignment follow-up, and tutorial assistance.

Authorizes expansion of the pilot program to all grades at all schools statewide beginning in the 2017-2018 school year if the Board determines the pilot successful.

Appropriates funds for fiscal year 2014-2015 for program development and implementation, with unencumbered moneys lapsing to the general fund on June 30, 2016.
