Requires health insurance plans to reimburse telehealth services at the same rate as equivalent face-to-face services provided by health care providers.

Expands the definition of "health care provider" for telehealth purposes to explicitly include primary care providers, mental health providers, oral health providers, physicians, osteopathic physicians, advanced practice registered nurses, psychologists, and dentists.

Replaces all references to "telemedicine" with "telehealth" throughout the Hawaii Revised Statutes for consistency and clarifies that telehealth includes real-time video conferencing, secure web-based communication, and asynchronous information exchange.

Specifies that telehealth services require documented patient evaluation and history adequate to establish diagnosis, and that treatment standards must match traditional physician-patient settings.

Effective date: July 1, 2050.
