Amends Hawaii Revised Statutes Section 104-2 to expand the definition of "governmental contracting agency" to explicitly include public-private partnerships in prevailing wage requirements for public construction work.

Applies prevailing wage provisions (Hawaii's "Little Davis-Bacon" law) to public-private partnerships undertaking public work projects in excess of $2,000.

Clarifies that "governmental contracting agency" includes any person or entity that causes the building or development of a public work, either directly or indirectly.

Maintains existing exemptions for experimental and demonstration housing under section 46-15 and chapter 201H housing projects costing less than $500,000 developed by private nonprofit corporations.

Takes effect upon approval.
