Appropriates $20,520,000 from general revenues for fiscal year 2014-2015 for correctional rehabilitative programs at Kulani Correctional Facility authorized by Act 117, Session Laws of Hawaii 2012.

Mental health and substance abuse programs: $2,340,000.

Case management and occupational health services: $3,510,000.

College and vocational readiness tuition and fees: $1,170,000; vocational training and internships: $5,400,000.

Living expenses and rent subsidies: $8,100,000; Act takes effect July 1, 2014.
