H.B. 2426 Summary

• Authorizes the Director of Finance to issue general obligation bonds for planning, design, and construction of biosecurity facilities at harbors and airports throughout Hawaii in fiscal year 2014-2015.

• Addresses invasive species threats to Hawaii's economy, environment, and health by establishing infrastructure at ports of entry to prevent introduction of new pests.

• Funds shall be expended by the Department of Agriculture and appropriations do not lapse at end of fiscal year, except moneys unencumbered as of June 30, 2016 shall lapse on that date.

• Takes effect July 1, 2050.
