Designates the Hotel street mall (walkway between Richards and Punchbowl streets) behind the state capitol building as "Memorial Mall" for placement of future war memorials.

Relocates the Eternal Flame memorial from Beretania street to the current location of the Spirit of Liliuokalani statue on capitol grounds, and moves the Liliuokalani statue to the current Eternal Flame location on Beretania street.

Creates a hoʻonoho pono working group consisting of state officials, legislative representatives, and Hawaiian community members to oversee the statue relocations and design bronze monuments.

Directs the working group to design bronze plaques depicting all eight Hawaiian rulers (Kamehameha I through Queen Liliuokalani) with bronze kahili (feathered symbols of rank) to be placed on the wall behind the relocated Eternal Flame memorial.

Requires the working group to submit a report with design specifications and cost estimates to the legislature by January 20, 2015; working group dissolves June 30, 2015; bill takes effect July 1, 2050.
