Removes the superintendent of education as an ex officio nonvoting member of the Kaneohe Bay Regional Council.

Eliminates the requirement that the council chairperson be a nongovernmental member and the restriction limiting consecutive chairperson terms to two years.

Changes public hearings from annual to quarterly meetings and expands the focus to include work with the department of land and natural resources on resolving public and private user issues.

Requires the Kaneohe Bay Regional Council to review and evaluate whether its powers, duties, and functions remain applicable and relevant.

Mandates the council submit a report of findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session.
