Appropriates general revenue funds to the University of Hawaii at Hilo for fiscal year 2014-2015 to support a memorandum of understanding with the RISE 21st Century After School Program.

Establishes four full-time equivalent staff positions: youth development specialist, K-6 education specialist/outreach coordinator, 7-12 education specialist/outreach coordinator, and navigator in residence.

Provides funding for in-state travel expenses, curriculum materials, and computer equipment and furniture.

University of Hawaii at Hilo will provide individual mentoring to RISE program participants for academic achievement and career planning, and collaborate on project-based activities and funding initiatives.

Takes effect on July 1, 2014.
