Requires the Department of Health to participate in the national oral health surveillance system managed by the federal Centers for Disease Control and Prevention and the Association of State and Territorial Dental Directors.

Mandates the Department of Health to establish or enter into partnerships to administer a school-based dental sealant program at a high-need demonstration school, with consultation from the Department of Education, Department of Human Services, federally qualified health centers, and community health centers.

Requires the Department of Health to conduct a needs assessment to identify the demonstration school location and develop a plan for statewide implementation of the school-based sealant program.

Directs the Department of Health to submit a report to the legislature by January 20, 2015, detailing implementation progress, strategies for statewide expansion, funding plans, and progress toward meeting the federal Healthy People 2020 goal of 28.1% of children ages 6-9 having dental sealants.

Appropriates funds from the general revenue for fiscal year 2014-2015 to the Department of Health to establish the demonstration program and develop plans for statewide implementation, effective July 1, 2050.
