Renames the "Board of Dental Examiners" to the "Board of Dentistry and Dental Hygiene" effective July 1, 2014.

Reduces total board membership from twelve to eleven members effective July 1, 2015, while increasing dental hygienist representation from two to four members.

Decreases practicing dentist positions from eight to five members, with one dentist member required to have a background in public health dentistry.

Prohibits board members from having financial connections to dental supply companies or dental examination companies, with an exception for examiners of regional testing agencies.

Adjusts geographic distribution of dentist board members, reducing Honolulu-area dentist positions from five to two members while maintaining one representative each from Hawaii, Maui, and Kauai counties.
