Establishes a little fire ant pilot project within Hawaii County's Department of Parks and Recreation to test pesticides, develop eradication strategies, and collaborate with the University of Hawaii's ant lab, ending June 30, 2015.

Requires the University of Hawaii's Hawaii ant lab to establish and implement a canine detection team pilot project based on Maui for statewide detection of little fire ant populations, ending June 30, 2015.

Directs the Hawaii invasive species council to create a statewide public awareness and education campaign focusing on prevention and detection of little fire ants in human commerce and travel materials including plants, soil, and vehicles.

Appropriates unspecified funds from general state revenues for fiscal year 2014-2015 to support the county pilot project, canine detection team, and public awareness campaign.

Requires both pilot projects to submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2016 regular session convening.
