Appropriates $1,375,738 from general revenues for fiscal year 2014-2015 to the Pacific International Space Center for Exploration Systems, with $730,738 for personnel and operational costs and $645,000 for research and development programs.

Directs funding toward five strategic research areas: basaltic construction and fabrication, in-situ resource utilization, planetary analog test site development, secondary school lunar surface flight experiments, and international robotics mining competition development.

Authorizes the issuance of $1,500,000 in general obligation bonds for a research and development park, with $1,300,000 for land acquisition and $200,000 for associated costs including environmental assessments, appraisals, and pre-design tasks.

Requires the Department of Business, Economic Development, and Tourism to manage expenditures for both the operational appropriation and capital improvement project.

Takes effect July 1, 2014, with unencumbered bond funds lapsing on June 30, 2016.
