Establishes the Education Innovation Grant Program within the Department of Education to provide funding to teachers for implementing innovations in preschool, elementary, and secondary education to improve student academic achievement.

Each complex area superintendent, assisted by a committee of teachers, evaluates and awards grants based on applicant's ability to sustain initiatives; grants may be renewed for no more than three school years with success reports required.

Board of Education adopts rules by September 1, 2014 regarding application procedures, teacher committee composition, measurement rubrics for evaluating innovations (including one-to-one device programs and afterschool programs), and success metrics.

Creates the Education Innovation Grant Fund within the state treasury, funded by legislative appropriations and public or private donations; limits administrative costs to no more than one percent annually and requires equal fund distribution to each complex area superintendent.

Complex area superintendents must report annually to the legislature on awarded initiatives, amounts granted, and results achieved; Board communicates successful initiatives and best practices to the legislature.
