Removes the 30,000-barrel annual manufacturing cap for class 14 brewpub licensees producing malt beverages on their premises.

Increases the manufacturing limit for class 16 winery licensees from 10,000 to 20,000 barrels of wine per license year.

Prohibits brewpub and small craft producer pub licensees from selling intoxicating liquor purchased from class 1 manufacturer licensees for on-premises consumption (limited to class 3 wholesale dealers only).

Establishes a new class 18 license for small craft producer pubs with limits of 60,000 barrels of malt beverages, 20,000 barrels of wine, or 7,500 barrels of alcohol annually, with authorization to sell on-premises and in sealed packages to wholesalers.

Makes conforming amendments to liquor liability insurance requirements and direct wine shipper permits to include the new class 18 license holders alongside existing manufacturer and retail licensee classes.
