Requires the High Technology Development Corporation to issue a request for proposals for private entities to establish hydrogen production facilities on state land in two counties, utilizing renewable feedstock and renewable energy.

Hydrogen production facilities must be built and operated by private entities at their own expense and become operational no later than December 31, 2016.

Private entities may lease state land rent-free, sell excess renewable energy to electric utilities, and sell excess hydrogen, with profits from such sales shared with the State.

State-owned hydrogen fuel cell vehicles receive free hydrogen fuel from production facilities for two years from start of operations; other vehicles may purchase hydrogen at market rates.

Request for proposals must be issued by December 31, 2014, following Hawaii's procurement law (Chapter 103D, HRS).
