Legislature finds many youth in Hawaii's youth correctional facility could be safely supervised in communities with cost-effective treatment and programming instead of incarceration.

Executive director of office of youth services shall certify unexpended funds from the Hawaii youth correctional facility budget to the director of finance by the last month of each fiscal year.

Director of finance shall transfer certified unexpended funds to the family court division by July 1 each year to fund evidence-based practices reducing recidivism, distributed among four judicial circuits: first circuit 45%, second circuit 25%, third circuit 20%, fifth circuit 10%.

Family court division shall submit annual reports to the legislature at least 20 days before each regular session detailing funded services, number of youth served, and case outcomes.

Appropriates funds to office of youth services for fiscal year 2014-2015 to contract for mental health treatment, substance abuse treatment, and recidivism-reduction programs for court-involved youth and youth on probation, effective July 1, 2014.
