Amends Section 5 of H.B. 2490 to establish the Office of Youth Services within the Department of Human Services to provide prevention, rehabilitation, and treatment services for youth at risk and reduce juvenile delinquency and recidivism.

Office of Youth Services shall provide an integrated intake/assessment and case management system, educational and vocational services, mental health counseling, community-based shelter and residential facilities, and programs promoting positive self-development.

Executive Director of the Office of Youth Services must submit annual reports to the legislature no later than twenty days before each regular session, detailing funded services and programs, number of youth served, and program results.

Office of Youth Services assumes juvenile corrections functions previously temporarily placed in the Department of Corrections under Act 338 of 1987, including all responsibilities for Hawaii youth correctional facilities.

Appropriates $1,260,500 out of general revenues for fiscal year 2014-2015 to the Office of Youth Services for implementing the purposes of the Act.
