Amends Hawaii Revised Statutes Section 571-46.5 to authorize family courts to assign a parenting plan facilitator in custody cases to enhance communication and cooperation between parents for co-parenting purposes.

Defines "parenting plan facilitator" as a court-approved person mutually agreed to by the parties who provides assistance in developing and implementing a workable parenting plan.

Adds new subsection clarifying that parenting plans may be adjusted to reflect the changing needs of the child throughout the child's minority.

Maintains existing requirements that parties in contested custody cases develop and file either a mutually agreed-upon or individually-desired parenting plan at the outset of the action.

Takes effect upon approval.
