Amends the appointment procedures for the Hawaii Labor Relations Board by establishing separate nomination and appointment processes for each of the three board members.

The management representative shall be appointed by the governor, who may first consider names submitted by counties (one name per county).

The labor representative shall be appointed by the governor from a list of three nominees submitted by mutual agreement from a majority of exclusive representatives.

The public representative (chairperson) shall be appointed directly by the governor without nomination requirements.

Applies the same procedures to the appointment of acting members of the board and takes effect upon approval for appointments made after the effective date.
