Requires the Hawaii public housing authority to designate an onsite resident manager at each public housing complex and state low-income public housing project.

Authority shall determine the criteria for selecting resident managers at each facility.

Resident managers designated under this act shall not be considered employees of the State.

Establishes four full-time equivalent permanent certified public accountant positions in the Hawaii public housing authority, appointed by the executive director without regard to civil service requirements.

Effective date: July 1, 2050.
