Adds "incest" to the list of offenses in Section 571-46(a)(17) that result in automatic denial of custody and visitation rights to a natural parent when a child was conceived as a result of that offense.

Adds "incest" to the list of offenses in Section 571-61(b)(5) that allow involuntary termination of parental rights when a child was conceived as a result of that offense.

Preserves the convicted parent's obligation to pay child support even when custody and visitation rights are denied or parental rights are terminated.

Allows the custodial parent to petition the court to reinstate custody, visitation, or parental rights if the convicted parent and custodial parent later cohabitate and establish a mutual custodial environment for the child.

Takes effect upon approval.
