Renames the Department of Health to the Department of Health and Environmental Services to recognize the significance of environmental issues under the department's purview.

Updates Hawaii Revised Statutes Section 26-4 to reflect the new department name in the list of principal state departments.

Amends Section 26-13 to change all references from "Department of Health" and "Director of Health" to "Department of Health and Environmental Services" and "Director of Health and Environmental Services."

Requires all existing rules, policies, procedures, and guidelines adopted by the Department of Health to remain in effect under the new department name until formally amended or repealed.

Effective date: January 1, 2015.
