Amends Hawaii Revised Statutes Section 322-1 to expand the Department of Health's authority to examine and abate nuisances related to feral bird feeding.

Adds odors and filth resulting from feeding feral birds as a specific category that the Department of Health must investigate, separate from other nuisance conditions.

Removes the requirement that the Department of Health must first determine that feral bird feeding creates a danger or injury to public health before taking action.

Restructures the nuisance definition in statute by reorganizing existing language into a numbered list format while maintaining coverage of toxic methamphetamine materials.

Takes effect upon approval with no retroactive application to proceedings or penalties that occurred before the Act's effective date.
