Amends Hawaii's health insurance rating law to require individual plans and small group plans (covering 2-50 members) to use community rating, where all persons pay the same premium based on the entire pool's experience regardless of age, sex, health status, tobacco use, or occupation.

Maintains current law allowing managed care plans covering more than 50 members to set rates without uniformity requirements across plans.

Establishes a temporary premium subsidy program through the Hawaii Health Connector for plan years 2014-2016 to offset premium increases resulting from federal age-based rating requirements under the Affordable Care Act.

Authorizes the insurance commissioner to determine subsidy amounts in consultation with the Hawaii Health Connector, which shall administer the program pursuant to adopted rules.

Appropriates unspecified general revenues for fiscal year 2014-2015 to fund the temporary premium subsidy program.
