Establishes a Hawaii health connector universal federally mandated sustainability fee assessed on all insurers beginning July 1, 2015, based on the number of individuals covered by each insurer as of the preceding December 31.

Creates a special subaccount within the compliance resolution fund called the Hawaii health connector sustainability special subaccount to receive and disburse fee revenues exclusively for connector administration, operations, and cash management.

Requires the connector's board of directors to inform the insurance commissioner by April 1 each year of funding needed for operations and cash reserves, with the cash reserve capped at three months of operating costs.

Allows the commissioner discretion to set dental insurer fees under chapter 432G at a reduced level compared to other insurers, with total revenues not exceeding the connector's approved funding requirements.

Expands the definition of "insurer" in chapter 435H to include dental insurers subject to chapter 432G.
