Establishes the connector legislative oversight committee comprising eight members including chairs of relevant legislative committees to review financial and operational plans of the Hawaii health connector and recommend sustainability fee amounts.

Creates the Hawaii health insurance exchange special fund administered by the department of commerce and consumer affairs to receive sustainability fee revenues and appropriations for the connector's operations.

Assesses a Hawaii health insurance exchange sustainability fee beginning January 1, 2015, of no more than 0.345 percent of premiums from comprehensive medical and dental insurance plans sold in the state, with the existing 2 percent surcharge to cease once the new fee is instituted.

Requires the connector's board to submit fully documented biennial sustainability plan budget requests to the oversight committee and limits annual allocations to the connector to no more than $15,000,000 absent legislative action to increase the ceiling.

Restructures the connector's board of directors to comprise 12 members with no more than nine voting members, eliminates insurer and dental provider representatives from voting positions, and designates one state representative as the governor's official voting member on the board.
