Creates a new chapter in Hawaii Revised Statutes establishing privacy protections for protected health information in civil, judicial, and administrative proceedings.

Requires court orders for disclosure of protected health information in civil actions and state administrative proceedings, with courts specifying recipients and usage restrictions.

Allows disclosure of protected health information to civil or administrative law enforcement agencies only through administrative/judicial subpoena, consent, or court order when probable cause exists that the information is relevant to a legitimate law enforcement inquiry.

Requires law enforcement agencies to destroy or return protected health information when the matter concludes and to redact personally identifying information from public disclosures when practicable.

Takes effect July 1, 2050.
