Establishes "Alicia's Law," a new chapter in Hawaii Revised Statutes dedicated to combating internet crimes against children, named after abduction victim Alicia Kozakiewicz

Imposes a $10 fee on every defendant convicted of a felony or misdemeanor, with all collected fees deposited into a dedicated internet crimes against children special fund

Fund moneys may be expended by the attorney general for training and equipment for law enforcement investigating internet crimes against children, digital forensic capacity, locating exploited children, and supporting the state's internet crimes against children task force

Requires the attorney general to report to the legislature no later than twenty days before the 2015 regular session, including arrest statistics, number of child victims rescued, and resource needs

Takes effect July 1, 2014; moneys in the fund do not revert to the general fund at year-end but carry over to the following fiscal year
