Requires the Office of Hawaiian Affairs (OHA) to conduct a public hearing before submitting any residential development plan or proposal in Kakaako on OHA-owned lands to the Hawaii Community Development Authority (HCDA) for approval.

Mandates that notice of the public hearing be published at least 30 days prior and include the hearing date, time, location, topic statement, and information on how the public can view the development proposal.

Requires OHA to fully consider all written and oral submissions from interested persons before submitting the residential development proposal to the HCDA for approval.

Exempts OHA from HCDA rules requiring dedication of land or facilities (or cash payments) for public facilities as a condition of developing real property in the community development plan.

Effective date: July 1, 2030.
