Establishes a Kawainui Advisory Council within the Department of Land and Natural Resources consisting of nine voting members representing cultural, educational, environmental, landowner, and community stakeholder groups, plus five nonvoting members from federal and state agencies and the city.

Voting members appointed by the governor serve two-year terms with a maximum of three consecutive terms; a nongovernmental member elected annually as chairperson who can serve only one term as chair.

Council shall facilitate implementation of the Kawainui master plan, enhance community education about the wetland, and participate in protection and preservation of Kawainui's natural and cultural resources.

Appropriates $50,000 for fiscal year 2014-2015 to support the council's work and fund one full-time executive secretary position within the department.

Takes effect July 1, 2020 and automatically repeals June 30, 2024; the council must submit a recommendation by 2023 on whether it should be dissolved on the repeal date.
