Director of transportation shall conduct a feasibility study on constructing an alternative mauka access road off Farrington Highway beginning at Lualualei Naval Magazine road to provide access to and from the leeward coast of Oahu, including cost-benefit analysis and evaluation of alternative routes.

Director of transportation shall study improvements to traffic flow in the Central Oahu corridor, including review of existing traffic patterns, H-2 freeway and Kamehameha Highway capacity, contraflow lane options, and alternatives for regional connectivity.

Chief of police in counties with populations of 500,000 or more shall coordinate with the transportation director to establish major accident investigation teams including police and transportation personnel to expeditiously process accidents and minimize traffic disruption.

Director of transportation shall submit written report of findings, recommendations, and any proposed legislation from the studies to the legislature no later than thirty days prior to the 2015 regular session.

Appropriates funds from general revenues for fiscal year 2014-2015 to conduct the feasibility study, traffic flow review, and establish major accident investigation teams; effective July 1, 2030.
