Establishes the Coastal Memorials Task Force within the Department of Land and Natural Resources to review and evaluate coastal memorials erected to commemorate deceased persons.

Task force shall consist of representatives from state agencies (BLNR, Transportation, Hawaiian Homes Commission, Aha Moku), legislature (one House and one Senate member), all four counties, and three community members designated by legislative and executive leaders.

Task force shall develop standards to regulate coastal memorials, considering size, placement, and duration, with focus on safety of beach users.

Task force shall submit findings, recommendations, and proposed legislation to the legislature no later than 30 days before the 2016 regular session convenes.

Task force shall cease to exist on June 30, 2016; bill takes effect on July 1, 2030.
