Amends the definition of "hotel" in Hawaii Revised Statutes Section 281-1 by removing the requirement that hotels maintain a suitable and adequate kitchen and dining room where meals are regularly prepared and served.

Redefines "hotel" to mean an establishment with one or more buildings containing a prescribed number of sleeping rooms offered for adequate pay to transient or permanent guests, with no mandatory food service requirement.

Simplifies hotel qualification requirements for obtaining a hotel class liquor license by eliminating the kitchen and dining room provision.

Takes effect upon approval.
