Prohibits smoking in all individual housing units, common areas, and community facilities within public housing projects, state low-income housing projects, and elder or elderly households.

Establishes a 20-foot smoke-free perimeter around each building and from any entrance, exit, window, or ventilation intake.

Authorizes the Hawaii Public Housing Authority to designate one or more permissible smoking areas at least 20 feet away from buildings or at greater distances to prevent secondhand smoke infiltration into units.

Requires the authority to post and maintain "No Smoking" signage at all property entrances, exits, and other appropriate locations.

Allows termination of leases and eviction of tenants after a third violation of the smoking prohibition, with violations by guests or household members attributed to the resident.
