Increases Hawaii's minimum wage from $7.25 per hour (effective since 2007) to $10.00 per hour by January 1, 2018, with annual increases: $7.75 (2015), $8.50 (2016), $9.25 (2017), and $10.00 (2018).

Increases the tip credit hourly wage floor from 25 cents to $1.00 per hour by January 1, 2017, with annual increases: 50 cents (2015), 75 cents (2016), and $1.00 (2017).

Ties tip credit eligibility to a threshold where an employee's combined wages and tips must reach 250 percent of the poverty level for a taxable year, as determined annually by the Director of Labor and Industrial Relations by October 1.

Requires the Director of Labor and Industrial Relations to establish the applicable poverty level each year by October 1 for calculating the tip credit in the following calendar year.
