Amends Hawaii Revised Statutes section 444-9.3 to clarify that licensed contractors who aid and abet unlicensed persons may be subject to administrative discipline by the contractors license board, in addition to criminal misdemeanor penalties.

Addresses a gap in enforcement where the Regulated Industries Complaints Office previously could only prosecute aiding and abetting violations when a contract existed between a licensee and unlicensed contractor under section 444-17(17).

Expands the scope of section 444-9.3 to cover aiding and abetting conduct occurring outside of contractual arrangements, allowing the board to take administrative action through disciplinary proceedings.

Takes effect on July 1, 2014.
