Amends Hawaii Revised Statutes Section 667-92(f) to clarify which parties may be served notice of nonjudicial foreclosure by publication and posting when an association cannot serve notice within 60 days.

Allows service by publication and posting on the unit owner or parties listed in subsections (e)(2) and (e)(5), rather than only the unit owner.

Maintains three foreclosure options for associations: obtaining court permission for nonjudicial foreclosure by publication, proceeding without court permission (with restrictions on deficiency judgments and a one-year redemption period), or taking control of unoccupied units to generate rental income toward delinquency.

Applies prospectively only; does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.

Takes effect upon approval.
