Clarifies that the Public Utilities Commission chairperson has authority over operational expenditures (supplies, equipment, furniture, travel, consultant services, and staff training) below a threshold amount agreed upon with the director of finance, subject to applicable procurement laws.

Allows operational expenditures above the agreed-upon threshold to be reviewed and approved by the director of finance rather than requiring blanket departmental approval.

Grants the chairperson authority to determine employment, appointment, salary schedules, promotion, transfer, demotion, discharge, and job descriptions of all commission officers and employees, subject to applicable personnel laws.

Establishes that the chairperson can appoint a chief administrator and attorneys at pleasure without chapter 76 restrictions, and may appoint other staff with or without regard to chapter 76.

Takes effect upon approval and is intended to enable the PUC to better manage Hawaii's energy transition by attracting and retaining qualified professional staff through competitive salary structures and streamlined hiring procedures.
