Allows eligible unregistered persons to register by appearing in person at absentee polling places (beginning January 1, 2016) or at their precinct polling place on election day (beginning January 1, 2018).

Requires county clerks to designate a registration clerk at each absentee polling place and precinct polling place to process registration applications with signed affidavits confirming voter eligibility and that the person has not voted elsewhere for that election.

Permits registration clerks to accept the applicant's residence allegation as prima facie evidence unless contested by a qualified voter, and allows challenges to late registrations under existing challenge procedures in section 11-25.

Allows persons already registered but whose names do not appear on precinct lists to use the late registration process at absentee polling places or on election day.

Appropriates $100,000 for fiscal year 2014-2015 to counties for implementation, including potential electronic poll book upgrades.
