Amends Hawaii Revised Statutes Section 601-13(c) to modify service of process requirements in family court cases when plaintiffs/petitioners are indigent and cannot locate defendants/respondents.

Adds a fourth method of service requiring posting of pleadings and process on a searchable internet website of general circulation, in addition to existing mailing and courthouse posting requirements.

Exempts plaintiffs/petitioners from online posting requirement if doing so is cost-prohibitive.

Requires plaintiffs/petitioners to attest by affidavit to the fact and date of mailing and posting, with supporting documentation.

Takes effect January 1, 2015.
