HI HB2619

Directs the Public Utilities Commission to establish energy storage portfolio standards designed to maximize cost-effective energy storage programs and technologies in Hawaii.

Requires the Commission to analyze currently available and commercially viable forms of energy storage in the State and compare their costs to non-storage solutions before setting standards.

Authorizes the Commission to establish incentives and penalties based on utilities' performance in achieving the energy storage portfolio standards through rule or order.

Mandates the Commission evaluate and report on energy storage portfolio standards to the Legislature every five years beginning in 2020, with authority to revise standards based on available information.

Takes effect July 1, 2014.
